The programme provided opportunities to exchange ideas and experiences in the field of policy and to achieve improvements for European residents and municipalities. The programme focused on four main priorities: Research, technological development and innovation; Competitiveness of small and medium-sized enterprises (SMEs); Low-carbon economy; and Environmental protection and resource efficiency. Financial resources of €360 million from the European Regional Development Fund (ERDF) were allocated in the period from 2014 to 2020.

The aim of the EU project RESET is to support policy in the implementation of regional strategies and programmes of structural funds and thereby to strengthen research, technological developments and innovations in the nine participating European partner regions. This is done through a policy learning process aimed at building capacity for public action to promote innovative, environmentally friendly and sustainable textile processes. This learning process is integrated into an interregional exchange of experience between the partner regions to implement best practice examples and projects in the regions.
